Department of Energy

The Department of Energy’s (DOE) stated mission, taken from their website, is “to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions.” I didn’t have a lot of interface with the DOE in my time in the business, but I would be remiss if I did not mention them. They got heavily involved in the 2003 blackout analysis, taking the lead on the United States–Canada Power System Outage Task Force. For a time, it was unclear to me whether it would be DOE or FERC that was going to enforce mandatory compliance to the NERC standards. Anyway, as it turned out, FERC does the enforcing. I think of DOE as being more technically based than as being an entity that gets into the details of ensuring compliance with rules.

The DOE is a great source of data on many aspects of the energy business. If someone wants to know the amount of generation due to nuclear energy in 2008 in the United States, all she or he must do is take a look at the Energy Information Agency (EIA) website. EIA is a division of DOE. This is one reason why I try not to dwell on data/statistics in this book, since they are so easily available. In fact, most of the data in the next chapter on generation are adapted from EIA data.
